“What CRA Reform Will Mean for Your Bank?” – March 14, 2019

Dr. Ken Thomas, the nation’s leading CRA expert and author and former Lecturer in Finance at The Wharton School, has been consulted by the Treasury Department, bank regulators and Congressional representatives on the current CRA reform process. Many of Dr. Thomas’ recommendations during the 1995 CRA reforms were adopted, including many of the ratios and tests currently used in the small and large bank exam procedures.

Banking is very much different today, and there are proposals to change basic CRA concepts such as the Assessment Area, the LMI focus, the definition of Community Development, the use of metrics, etc. The recently completed Advance Notice for Proposed Rulemaking (ANPR) by the OCC resulted in over 1,500 comments that are being reviewed, and a Notice of Proposed Rulemaking (NPR) is expected this summer.

Dr. Thomas will review these proposals and how they may impact your bank’s CRA performance and next CRA exam. He will also compare critical differences among the FDIC, FED, and OCC in terms of their current and proposed approach to CRA exams and ratings.  Finally, he will discuss the increased possibility of Congressional intervention if the regulators “do not get it right.”
